My initial thought is that the 'unfair' opinion could spread itself among three different voting options, whereas those favouring 'fair' will all be funneled in one direction. Reasons for voting 'unfair' could be stated in the comments easily enough, without having to splinter between a favoured aspect of unfairness e.g unfairness as a result of incompetence etc.
