Simon has a heart attack. He lies unconscious on the street. A passer-by runs to a nearby doctor's surgery. Moment's later, Dr. Anderson arrives. His attention saves Simon's life.
A week later, Simon receives a bill from Doctor Anderson, charging a reasonable sum for his time and attention.
Should Simon be liable in law to pay? There is clearly no contract.

IIRC even in the USA emergency assistance like that is free. Maybe the state should pay.
