Imagine if Brawn GP had had more money for example and hadn't ended up being sold to Merc?
And they were a winning team
Brawn itself came out of Honda who bailed out of F1 due to cost during 2008-9 recession...
They [Brawn] were chronically underfunded to the point they couldn't afford many spare parts for the Brawn GP 001, if they had stayed in business and weren't bought out - maybe Button would be a multi times world champion..
Thanks to some of their innovations, arguably, they helped Merc on their way to winning consecutive championships

Yeah, cos the drivers and teams are so underfunded they need my money too. They are, the smaller teams definitely are, they go out of business regularly Not since the spending cap they don't

That 10% cut in wind tunnel time has hurt Red Bull big time. And they didn't overspend by very much at all. The days of mega spending teams have gone.
Teams are sold for big money now because the spend cap means even lowly placed teams can make a profit. Critics say it's become a cartel and looking at the Andretti exclusion they may have a point.

Singapore GP was more than a little dull.
IMHO will be remembered only for the idiocy over Verstappen's use of the F word and the (probable) last race of Danny Ricciardo.
Still football's back.
