It says IF the secretary of state believes a majority in NI would support a change then he/she has to call such a plebiscite. Sinn Fein + SDLP + Green got ~40% at the election. As for what Labour will do with NI I suspect they will try and do nothing much beyond repealing that illegal and unfair legacy Act because they don't want to offend their mainland voters.
