No one should be using a shotgun to control deer and we don't need to be giving many people firearms licences to control them either. Legitimate licensed marksmen (and women) only. And then invest in contraceptive laced bait methods of reducing their proliferance

Firearm certificates to use high powered rifles are what we are short of. I'm not aware of any such contraceptive methods being used but if they are and can be targeted at specific species then great. If not we are only left with hunting.

The trouble with bait is that you can't easily control what eats it. You might end up harming something else. Venison is a delicious problem to have though, you just need enough hunters to control the population. A big problem with both muntjac and water deer is that they are not herd animals like other deer. You rarely see more than one unless it's a mother and fawn. This makes them hard to shoot in big numbers.

When using shotgun slugs, a shotgun would be technically suitable for deer at close range, if it were legal.
But the slugs can't be bought on a shotgun certificate. It would have to be on a firearms certificate, and what's the point in going down that route, there are far better weapons for deer. A Remington 700 in .308 would be a far better choice.

Yep I've heard gun licensing is not been dealt with properly for many years due to overstretched police resources in the UK, posted about this over on UK Debate a few years back IIRC
Sad story and RIP for all victims
It's true that farmers need guns and I think Estonian and Swiss gun laws are reasonable, but the police must do their job checking people meet the requirements and that's not happening
That sadly happens here in the USA way too often too, the Uvalde, Texas shooter IIRC passed background checks where he should have failed them; the existing laws are mostly sufficient here in the USA but they just are never enforced properly when it matters

Definitely, even the Police were too scared to go in, it took the Texas border force to shoot the gunman, by which time over an hour of more killing had taken place. The best way to stop a bad guy from gunning down kids, is to not let him have a firearm.

Unfortunately as long as they have a constitutional amendment which is open to abuse, it'll keep happening. Even a single shot black powder pistol in the wrong hands can be a murder weapon. John Wilkes Booth murdered Abraham Lincoln with this Deringer.
